a Not "locusts." Hb. אֲרֻבָּה aʾĕrubûâ [H699], window/opening/vent, here translated by Gk. ἀκρίς, which usu. translates Hb. אַרְבֶּה ʾarĕbûeh [H697], locust. Unpointed, these two words are the same: ארבה ʾrbh. The LXX translators were evidently flummoxed: It doesn't make any sense, but locusts it says so locusts it shall be.
