Acts 25:11

b It's not clear whether Paul jumped the gun by appealing to Caesar so soon in response to Festus' question whether he'd be willing to be tried by him in Jerusalem. Paul appears to have tied Festus' hands, for Festus apparently did not want to send him to Caesar (25:26) as he didn't find the Jews' accusations convincing (25:18) and certainly not worthy of death (25:25) and seems ready to have let Paul go (25:21). But after being left languishing in prison by Felix for two years (24:27), Paul had probably already made up his mind to appeal to Caesar as soon as he got an audience. For just as Felix had left him in prison to curry favor with the Jews (24:27), so also did Festus want to curry favor with the Jews (25:9)—which is why, rather than just deciding his case (24:22) after hearing the charges (25:7), he instead offered to try Paul in Jerusalem—and so might have left him in prison.
